Bibliography for topics for parallel sessions
The overall goal is to examine managerial processes that are critical in the design and implementation of national health insurance systems. The session will be organized around two speakers who will make 15 minutes each presentation followed by discussions. A rapporteur working with a moderator will make short presentation -10 minutes - at the closing session the next day.
- Political leveraging. This will examine factors that enhance or impede policy and decision making at the highest political levels. Roles of persons and organizations, persons who stand to gain or lose in the process and how to manage them.
- People and organizations. The implementation of this final reform has implications for the regulatory, human resources and organizational relationships. This session will explore experiences with developing laws, negotiating institutional roles and responsibilities, the needed competencies and training needs and organizing to address them. It will also examine the overlap with in functions with existing organizations such revenue collecting agencies, regulatory bodies for accreditation and licensing, relationship with various service providers etc
- Financial resource mobilization. The taxable base in Africa is low. Various methods have been used to mobilize resources. What are these sources what has been the experience in using them to raise resources for social health insurance?
- Metrics in health insurance (Monitoring, evaluation and research). What should be the research agenda with the emerging health insurance models in Africa compared to global known models to ensure sustainability? Do we have the tools and skills? How do we monitor and track progress and how should the information system be organized and managed? How do we mobilize researchers and coordinate funding for work in support of African countries
